I consider it to be a core module and ideally it should be brought indirectly as a transitive dependency of the modules that are using it. The problem is that I'm using it in the Velocity templates from platform-web which doesn't declare any dependency ATM (they are declared in enterprise-web). This is a quick fix for 7.2RC1.
