AFAIK there’s no rule ATM, except trying to reuse existing tags as much as 
possible.

Each subwiki uses tag a bit differently.

On the main wiki at xwiki.org we use tags mostly for the XWiki references at 
http://www.xwiki.org/xwiki/bin/view/References/
(see all tags at http://www.xwiki.org/xwiki/bin/view/Main/Tags)

On extensions.xwiki.org we use tags for extensions as shown in the tag cloud at 
http://extensions.xwiki.org/xwiki/bin/view/Main/WebHome

On other wikis, I’m not sure if we use them much. For example on 
enterprise.xwiki.org we don’t have any 
(http://enterprise.xwiki.org/xwiki/bin/view/Main/Tags).

On platform.xwiki.org we have a few: 
http://platform.xwiki.org/xwiki/bin/view/Main/Tags

So to answer your question: there’s no specific rule ATM.
