In term of look and feel I doubt there is much difference between https://github.com/xwiki-contrib/application-l10n and l10n.xwiki.org. But you should not create pull requests on it since it's really not the reference right now.
Currently the reference source is on l10n.xwiki.org itself (inside wiki pages).
