My guess is this led to #669820 being filled against an inexistent (in
Debian) package.

Which is accurate for your system. The scripts in devscripts aren't,
for the most part, supposed to be Debian (the project) specific.

Then whoever decided to file that should have taken more care with what
they were doing.
