The repacked tarballs that are created when a Files-Exclude line is in
d/copyright are no longer being renamed as +dfsg.
I realize that bugs 748465 & 753772 already document this problem. However, the
discussion and proposed solution seem to have steered off-track. While
documenting how to rename it with uversionmangle is a good idea, it does not
really solve the actual problem. And, as others have pointed out in those
threads, rewriting all related watch files is not a great solution.
So, I have opened this bug to redirect attention to the underlying
problem. I felt a separate bug was needed since the others have morphed
into documentation issues, which is a separate issue (though
inter-related).
