Hi,
Please add support for ignoring Build-Depends tagged with "<!nocheck>"
if "nocheck" is exported in DEB_BUILD_OPTIONS.
diffoscope has an expansive testsuite — if I want to quickly build it
without testing mk-build-deps still installs all the "testing" Build-
Depends, despite them being suffixed with "<!nocheck>".
