T&C's signing workflow is not user friendly ATM. 

Workaround mentioned in https://access.redhat.com/articles/2360571 worked 
before for 
many dev's who was testing installer. I am going to do check full T&C's signing 
again today 
and send update ASAP.

This problem should be affecting only customers who didn't get installer 
directly from develper.redhat.com
download.
