Sounds like a job for the startup script:

    (
        cd /var/local/dhcpd                     # or wherever
        if [ ! -f dhcpd.leases ]
        then
            if [ -f dhcpd.leases~ ]
            then
                mv dhcpd.leases~ dhcpd.leases
            else
                touch dhcpd.leases
            fi
        fi
    )
    if [ -x /usr/local/sbin/dhcpd ] && [ -f /var/local/dhcpd/dhcpd.conf ]
    then
        /usr/local/sbin/dhcpd
    fi
