I've skimmed the RFCs, some of the source, and read fairly thoroughly
the man pages...can this be done?

Basically, I can't do a deny on a NIC hardware address in this case as
the NICs are in docking stations.  Whereas we support NT, there is
nothing to prohibit someone putting in a W95/W98 machine that we don't
have control over in the docking station and obtaining a valid address.
