Is this right?  We have ISC 2.0b1pl23, get a BOOTP
request, it's on the server subnet.  I noticed that
the dest IP in the reply is the offered address, not
to a broadcast address.  

Is that not right?  I thought you had to broadcast 
until you could guarantee that the target was configured?!?

This is for a new lease, but the behavior is the same
if you have an old dynamic bootp lease in there as well,
namely, it unicasts to the IP.
