If you could allocate 10.51.20.0 and 10.51.21.0, or 10.51.22.0 and
10.51.23.0, I'd suggest just using a wider netmask. This will give
you better performance. If you can't do that, you must enclose the
two subnet declarations in a shared-network statement in order to tell
the DHCP server that they're on the same wire.
