The ip address panel within the tcpip properties panel within the network properties
is the place to either select a static address or dhcp. All network interfaces can
be found on this panel and the default is dhcp. You may have an unconfigured
interface such as built in ethernet card. You may want to make sure that rip routing
is turned off and that any unused nics are disabled. Finally, look for another NT
maching on your network that is actually sending the dhcpdiscover. Even Microsoft
should understand that "off" is "off".

How does one completely disable DHCP on NT?
In control panel, the PC is assigned a static IP, and all settings for
DHCP and WINS are disabled.
Yet the stupid thing keeps broadcasting DHCPDISCOVER every minute after
its booted.
