First, upgrade to patchlevel 25.   Patchlevel 6 is hopelessly out of
date at this point.

Second, make sure your firewall rules aren't preventing you from
sending or receiving DHCP packets.

Samba is unrelated to DHCP.   Whether or not you have it running
should not matter.

Shouldn't matter.

You should leave them blank.   Make sure the clients are configured to
use DHCP to get their IP addresses in your IP setup dialog, and make
sure on Win95 that they're configured not to use DNS - this is
counterintuitive, but it works.
