Hm, I was a bit curious when seeing that the ping was taken out for
static assignment between some patchlevels long ago - thought the reason
was something else (the needed state not being present due to static
assignments not being recorded in the leases file, or something like
that).
If this is the only reason, I'd suggest that the check be done for
static assignments too - you (i.e. the DHCP admin) should indeed know
what you're doing, but that doesn't prevent a user from manually
configuring an address that conflicts with your static assignments.
Having dhcpd refuse to give the address to the proper owner (and log
this fact of course) in that case would probably be better than the
serious confusion that an actual address conflict tends to cause.
