Try moving the host entry out of the subnet declaration such that it is
still contained in the shared-network declaration.
I assume that since you are using the shared-network that both subnets
exist on the same interface. If they do not, then you cannot do what you
have setup below. In order for it to work, you need 193.197.168.33 and
192.168.200.33 as addresses on the same ethernet interface.
