Oops, no.   For 3.0, it is off by default.   For 2.0, it's on by
default.   The reason for this is that we've gotten quite a few
reports from people who've been setting up DHCP servers in their homes
on the same ethernet that connects them to their cable modem provider,
and their DHCP servers have been NAKing other subscribers' DHCP
requests.
