You mean, the TCP/IP is not working on a reboot?
If so, yeah, it's broken.
But if you mean, it doesn't request at boot, it doesn't
have to request if it already has a previously valid lease.
If the machine knows what time it is, and it knows that its
lease has not expired, it doesn't need to do anything. Not
sure if that is what you meant by "doesn't grab an address
everytime at boot"...

Broken? Is it a MS thing or dhcpd? ahhh finally an error message w/o
a freeze
Update:
Error Access denied: Renewing Adapter " " when trying to renew it
in winipcfg while trying to get an address back, after it came up with
0.0.0.0!
