Depends on what you mean by new.   If you look at the lease before the
call to supersede_lease(), and it doesn't have the client's
identification information on it, it's a new allocation.   If it does,
it might still be a new allocation in the sense that the lease might
have expired - you could tell that by seeing if the lease ending time
is less than cur_time.
