You have misunderstood the meaning of a "known client".
A "known client" is one that has a host declaration in dhpcd.conf.
A "known client" is not "one that has an existing lease".
You have no host declarations in your dhcpd.conf, and thus you have no
known clients; therefore you will never use any addresses in the first
of your two pools (range 192.168.1.150 192.168.1.200).
