As it turns out, this was correct. I beleve this router is defective. I
borrowed another 3Com router and configured it exactly the same way, and
everything worked correctly. Thanks to all... I'm learning alot!

The source address of a DHCP request is supposed to be 0.0.0.0, and
the DHCP relay agent is supposed to update the giaddr field in the
DHCP packet, not something in the IP header (although in relaying the
packet it will come from the router's IP address to the server's IP
address). The log you sent indicates quite clearly that the relay
agent is not storing its IP address in giaddr before relaying the DHCP
message - if it had, the message would have said ``via
xxx.xxx.xxx.xxx'' (the router's IP address) instead of ``via eth0''.
You should probably contact 3com and ask them for a version of their
router software that follows the protocol correctly.
