In most cases, Kea is going to out perform ISC DHCP, that is one of 
drivers for creating Kea in the first place.? I would suggest you re-run 
your "scaled up" test with Kea and then look at your results.? Or do the 
reverse, and try ISC DHCP in the "scaled down" test.? The difference 
you're seeing likely has nothing to do dhcrelay.
