The major exception being Windows hosts, which will not accept this type of subnet mask. Per the Wikipedia article, "As a special case, a /31 network has capacity for just two hosts. These networks are typically used for point-to-point connections. There is no network identifier or broadcast address for these networks." https://tools.ietf.org/html/rfc3021 I am not sure if this is related to the problem or not, but I will try these same experiments next week with a /30 subnet just in case. It's certainly possible there could be some kind of bug.
