Is this correct ?

You need to check the configuration for your specific distro. For example, on 
Debian & derivatives there is a file /etc/default/isc-dhcp-server which amongst 
other things allows you to list interfaces to listen on. I suspect that 
somewhere there is an empty list being passed, or a list containing 
non-existent interfaces (and none which do actually exist), and so you are 
getting this error.
If all else fails, try starting it manually with the right options and see what 
happens - if you get it to run then it localises the issue to 
environment/arguments used by the normal startup scripts.
