You have both the primary and secondary configured with the same IP address ---> Is using the same server as primary and failover a wrong thing in ISC? I doubt anyone has tried that (why would you?). The usual configuration is a primary and secondary server which are separate servers. The servers don't switch rolls for certain subnets. Sometimes a hub and spoke configuration may appear where there is one primary and several secondaries for various subnets (only one secondary per subnet) and the primary has all subnets.
