The .war file is just the application, no data. The sample data is available
from the same wikipage, here's the direct link (for Mysql):
http://www.hisp.info/confluence/download/attachments/8528/dhis2_sample_030608.sql.zip?version=1

The installer comes with similar data in a Postgresql database.

You will probably find it less than robust at this stage, but a foundation
is there. There will be a focus on this for the next couple of months, we
have to organize the GIS team well for this. Since it appears you have GIS
and programming expertise, it would be good to have your input.

Yes, there is still development going on for the DHIS 1.4 version. DHIS 2 is
a platform independet web application, with some new features (and there are
some features of DHIS 1.4 which we have not yet had time to implement).

Yes. In oversimplified terms, DHIS has focused on data collection,
aggregation, indicator collection and reporting, whereas OH offers
additional output/analysis tools such as pivot tables and GIS.
