I would think that it would make sense to be able to at least offer a partial data entry for the current time period for some indicators. You could envisage a situation where stocks of equipment are taken on a specific date and recorded, but perhaps not at the end of the month. Or possibly even a snapshot data entry of the current month, which might be edited later on.
I am not sure if this extends to semi-permanent data (such as census population projections) or indicator targets, which might be set far in advance of the actual time period that is current. It does not seem really like a bug though, but rather a feature enhancement to allow "future" data entry for certain data elements.
