This all looks like a really good solution to the birt problem. I like it. I haven't looked at the birt.war yet but I'm sure we can do some stripping of common functionality between dhis and birt. To keep our (growing) tree organised I would suggest locating in webapps/dhis and webapps/birt respectively.
