I would suggest moving the top part of http://dhis2.org/node/12 further down, and put the Quick start section at the top. Also, underline even stronger that the second step is only necessary for people who are checking in code. In fact, I think it makes sense to move this point further down, since they need to be authorized to commit code, the SSH keys are not enough.
