HI there. I think it should be optional. Often times here, the internet simply does not work. We should not necessarily assume that everyone will always have a speedy internet connection to get a WMS image, that after all, is simply decoration. Having the ability to set what the background layer is (metacarta, a local WMS layer) would be a better option.
