Cannot generate report with data values belong to 2 different years

Bug description:
Currently, the DHIS2 just support the period type yearly, but this doesn't
solve the problem when user need to generate report with data values belong to
more than 1 year.
Example there is a report which generate data values of 2 columns
1st column is 2008
2nd column is 2009
The period column listing report in Excel report module can generate with many
months but these months only belong to current year.
There should be the period type which can display data values from last years.
