Bug description:
In the Indian Dashboard, if we are planning to do an element wise analysis, the
list of data elements is empty to start with even though it says "Select data
element Group / all" or " Select Indicator group / all". We have the
individual groups listed there but there is no "All" option. So if I have to do
an analysis on an indicator which is not a part of any group, I first have to
select a particular group and then go back to "Select data element Group /
all". Then only am I able to see all the data elements, groups.
