based on the latest DHIS2 source-code on Aug 3rd 2010
It's impossible to name a dael, dael-group, dataset, ind... with Unicode
characters
(currently can use/borrow TRANSLATE function of dael, dael-group, dataset,...
to name them in Unicode characters instead)
