Unable filter "data elements" in Unicode characters

Description:
When trying to filter/search for dataelement (Administration>>Dataelements and
Indicators>>Dataelements)
the results are empty with weird changes of the criterion entered.
For example, entered "Bệnh lý" for filtering but it changes to "Bá»nh lý"
(attached)
It does work out for non-accent characters (for example: English characters)
