1 .In Validation criteria sub module on clicking operation define association

2 . in program sub module the operation define_validation_association
operation in program management ,
define_validationDE_associations ,programstage_dataelement_validation
,left_side, right_side ,in 4th option the name of options
:operator_less_than ,operator_equal_to ,operator_greater_than .
