Bug description:
Steps to reproduce. May be specific to my setup but would be good to
test.
1) Export Organisation units, Orgunit groups, orgunit group sets, orgunit
levels.
2) Export as DXF.
3) Create blank DB.
4) Restart DHIS2 with newly created DB.
5) Import DXF.
6) Fail with
