Poor data element filtering for indicators

Bug description:
When filtering data elements when creating an indicator, it should be
possible to filter on the category options. If one tries to filter on
text only present in a category option, no data elements will be
found. Either modify the filter function or create a filter dropdown
list letting the user choose to show the dataelements with the
speified category option.
