Updated to the latest JDK and JRE, tried mvn with -fae and -fn, still getting the same error.
Here is details from org.hisp.dhis.orgunitdistribution. OrgUnitDistributionServiceTest.txt http://pastebin.com/8aADeRss I guess there are some troubles updating the values.
