Hi Greg, Not sure exactly the problem is, because section 28.11 should point to (now!) "Completing and un-completing data sets". I have seen sometimes things get cached which might part of the problem.
However, I should point out that the sections in this document are volatile, meaning that they are automatically generated when the documentation is rebuilt. If new sections have been added, or sections moved around, then they may be numbered differently when compared to one version of the documentation to the other. See the screen shot below, for the current set of docs on the dhis2.orgwebsite, but like I said, this could be different later today, depending on if any changes are made to the docs.
