Sorry Calle, Wrote the mail in a rush and complicated the problem statement.
New Orgunits are always added to DHIS2, and for a district which had say 20 facilities in Jan 2014 and all completed for a given data set (20/20 - 100% reporting rate by completeness) Jan 2015, a new Orgunit was been added with that dataset, when users run their previous reporting rate summary - before its addition, it will reflect 20/21 including the new facility which was not open by then.
