Yeah, you seem to be right. I just talked with Morten as well, and it does not work. I checked in the Vietnamese translations ( http://translate.dhis2.org/vi/dhis2-translations/dhis-service-core/vi.po/translate/#search=January&sfields=source,target) and I can see the translations are actually there, the just simply do not work anywhere. Everything is in English. So, i guess you are stuck with English for now until it actually gets implemented.
I will keep following up with the developers to push them to implement this, but it seems that it will not be a really easy fix.
