To reproduce, go to https://play.dhis2.org/demo Apps -> Settings -> Approval -> Approval Workflows tab. Note that both workflows are assigned to levels 1 and 2. Now go to the Approval Levels tab and add a new level "National". This now becomes level "1". Then go back to the Approval Workflows tab. It shows -- incorrectly -- that both of the workflows are still assigned to levels 1 and 2, when really they are now assigned to levels 2 and 3. If you exit the settings app and relaunch it -- or launch the settings app in a new browser tab or window -- you will see that the workflows show that they are correctly assigned to levels 2 and 3.
