Dear Carlos, That may be difficult with DHIS2 especially if the lower level and higher level are using the same dataset and levels and Orgunits follow the DHIS2 hierarchy tree.
If it was different datasets, you would restrict view rights to only analytics. If you can, given the operation structure of the use, you can implement data approval and once lower levels have entered and approved the data, its only readonly.
