repeated value types in option sets

Bug description:
Steps to reproduce
Login to demo server and choose Data administration -> Option Set ->
Add new.
Provide a name for the option set. Do not change the drop-down, which
should say "Number".
Press Add.
The option set will be created with a type of "Integer" and not
"Number":
Note the value types appear to be duplicated.
