User details: last login isn't updated

Bug description:
DHIS2 version: 2.22 Revision: 21900
After the training, we want to know if some users are still using the
system. We go to Users maintenance module, then click on user => show
user details. But seems that the features doesn't work properly, it
isn't update the last login correctly.
