DHIS2 Tracker API Not inserting Relationships

Bug description:
I am trying to send a json payload to update relationships for several
hundred thousand tracked entities when I test with 10 records, I am getting a
psql exception that null failed for column relationship typeid. I have set the
column to NULL and succeeded in sending the JSON payload. I suspect the API
CODE IS NOT setting the relationship typeid in the relationship table. The
version of DHIS2 that I am using is 2.24 and build version is 23530.
