*Summary: User can not update indicator after new creating although it has
correct user role for this.
*Pre-Condition: Existed User01 has Admin Indicator user role(Add/Update Public
Indicator;Add/Update Private Indicator;See Maintenance module;See Dashboard
integration module;Add/Update Indicator Type;Delete Indicator)
*Steps:
User01 create new Indicator but can not update new indicator that created by
him.
Notes: This occur in version 2.24 and 2.25
