Stanley, 1. You can use api calls to add or remove OUs from groups.
2. You can use SQL scripts to do the same 3. If your instance is on localhost - permanently or temporarily - you can use e.g. MS Access via ODBC to populate the OrgUnitGroupMember table. The table itself is simple - just two fields - so it's easy to manipulate. That table is regrettably not part of meta-data export/import, so you cannot e.g. dump out a CSV file and then manipulate that before importing it again.
