Dear Simon,

1. Please  ensure that your  program is assigned  to all reporting units ,
then
2. Create a user roles  like " Data managers"  and ensure that role can
view  the program,
3. Create a User at of  the reporting unit of your choice with that user
role.
4. From tracker capture/event capture check if you can see the program
(Note: you have to sign is as that user created above)
