This question has been asked and answered a number of times on the list and seems to be a quite common problem
In 2.5 you must have a user explicitly assigned to an orgunit for them to be able to enter data. Check http://dhis2.org/doc/snapshot/en/user/html/ch02s03.html For details of how to assign users to orgunits.
