Hi Martin, Yes, we have done this quite a few times in Rwanda. I can send you the excel template and the SQL queries needed to update the various user table. The only thing we can't do is create the hashed password. Normally I send the spreadsheet to Knut or Bob Jolliffe and they create the hash password.
